Bengaluru: A two-day Regional Conference on “Minimum Government-Maximum Governance” as part of GATI (गति): Governance with Accountability, Transparency and Innovation was inaugurated by the Chief Minister of Karnataka, Shri Siddaramaiah at Vikasa Soudha, Bengaluru today. The Conference is being organised by the Department of Administrative Reforms and Public Grievances, Government of India in collaboration with the Government of Karnataka on December 14-15, 2015.
The Conference aims to provide a platform to share experiences of the States and private sector in the field of reforms/initiatives undertaken by States/Union Territories to improve public service delivery, make the administration effective, transparent, accountable and citizen-friendly.
In his inaugural Address, Chief Minister of the State, Shri Siddaramaiah stated that the theme of this Regional Conference – Minimum Government-Maximum Governance – is both relevant and timely in the present context. Good governance means many different things to different people, with different backgrounds. Technology is emerging as core requirement for transforming the way India perceives governance. He highlighted some of the major achievements like Mobileone, Bhoomi, Sakala, Mojini, e-Khajane, e-sugam, e-procurement, e-swattu etc. which have begun to change the nature of transparency and governance in the state, and are beginning to make an impact on ordinary citizens.
Shri K. J. George, Minister Bengaluru Development and Town Planning, Shri R. Roshan Beig, Minister Infrastructure Development, Information & Public Relation and Shri Kaushik Mukherjee, Chief Secretary, Government of Karnataka also attended the Inaugural Session. From the Government of India Shri Devendra Chaudhry, Secretary, Administrative Reforms & Public Grievances along with Smt. Usha Sharma, Additional Secretary, DARPG and other senior officers are participating in the Conference. Delegates from other states /UT Governments from South India, West India, Central India and North-East are attending the Conference. The Conference is also being attended by the private sector, who are sharing their experiences with those from the Government Sector to take forward the idea and success of e-governance.
Speaking on the occasion, Shri Devendra Chaudhry, Secretary, Department of Administrative Reforms & Public Grievances, Government of India observed that Bangalore is a Silicon Valley of Technology and should have a future vision of technology as that of Paris. He said that E-Sugam is not just for Government but all the people who are being facilitated by it. He spoke about Sakala and so many other services being provided in the State Government of Karnataka. He further stated that India is a leading country in IT such as (1) Human capital index, (2) Telecom infrastructure and (3) Online services index. He gave a series of examples of many other countries with regard to speedy services and highlighted about Aadhaar which has enrolled a record 900 million people in this Country. He stated that the power of internet and technology would suitably modify the processes for more than 25 crore of our people.
The inaugural session was followed by Sessions based on Mobile M-Powering India; Aadhaar-based Citizen Service Delivery: Application of Big Data Analytics for Efficient Governance; Financial Inclusion through Use of IT and Mobility and Use of IT in Public Transport. These Sessions were followed by respective Panel Discussions.
Smt. Usha Sharma, Additional Secretary, Department of Administrative Reforms & Public Grievances, Government of India presented Vote of Thanks on the occasion.
Presentations based on theme ‘Citizen Centric Services Delivery – Ease of Governance’ initiatives by some of the participating States will be held tomorrow. The Session will be followed by another Session on Startup Showcase by NASSCOM, which would be followed by Panel Discussions.
