MUMBAI: In a landmark step towards strengthening livelihoods in rural India and promoting economic self-reliance among women, the Ministry of Rural Development (MoRD) and the Ministry of Skill Development and Entrepreneurship (MSDE) signed a Memorandum of Understanding (MoU) today at Krishi Bhawan, New Delhi.

The objective of this MoU is to strengthen livelihood opportunities in rural areas by combining the technical expertise and institutional framework of MSDE with the extensive grassroots reach and implementation capabilities of the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM).

The aim is to enhance the skills, market access, and entrepreneurial capabilities of women in Self-Help Groups (SHGs) so that they can become a part of the global workforce. A key focus of this collaboration is to raise awareness about the skill development and entrepreneurship programs of both ministries and to align these initiatives with local market needs and emerging opportunities.

Through this partnership, priority will be given to demand-driven skill training and practical entrepreneurship development to empower SHG women to become “Lakhpati Didis”. Efforts will be made to ensure that training modules and curricula are contextualized to local realities and aligned with emerging job markets and future skill requirements. Using the Skill India Digital Hub (SIDH), SHG women and trainers will receive formal certification for their skills. Additionally, comprehensive support will be provided through services such as financial literacy, market linkages, legal compliance, business development, and mentoring.

This partnership will not only help fulfill the economic aspirations of rural communities but will also play a pivotal role in promoting entrepreneurship and empowering rural families through outcome-based training programs. It reflects the shared commitment of both ministries to provide advanced skill training, entrepreneurship development, and sustainable employment opportunities to members of SHGs in rural India.

The signing of the MoU was graced by the Hon’ble Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Shri Jayant Chaudhary, and the Hon’ble Union Minister for Agriculture & Farmers’ Welfare and Rural Development, Shri Shivraj Singh Chouhan. Minister of State for Rural Development and Communications, Dr. Chandrasekhar Pemmasani, was also present on the occasion.

This MoU is a concrete step towards realizing Prime Minister Shri Narendra Modi’s vision of ‘Viksit Bharat @2047’, which prioritizes economic diversification and sustainable development in rural areas. Together, the two ministries will work to economically empower women from SHGs, elevate them into higher income brackets through initiatives like the ‘Lakhpati Didi’ campaign, and provide training aligned with the needs of local markets.

This partnership aims to equip SHG women with digital and financial literacy, connect them to markets, enhance their legal awareness, and build capacity in business development. It will also ensure formal recognition of their skills through certification via SIDH. Training will be delivered at the grassroots level by leveraging networks of institutions such as ITIs, Jan Shikshan Sansthans, RSETIs, and NIESBUD. In addition, the partnership will jointly facilitate awareness campaigns, village-level camps, and entrepreneurship fairs to further strengthen outreach and impact.

Under this MoU, the implementation at the grassroots level will be strengthened by linking State Rural Livelihood Missions (SRLMs) with District Skill Committees (DSCs). Institutional coordination between SRLMs and DSCs will be facilitated to ensure that the skill development needs of SHG women are effectively integrated into the District Skill Development Plans (DSDPs).

The duration of this MoU is three years. To ensure regular monitoring of the partnership’s progress, a Joint Review Committee will be established, which will conduct quarterly reviews of the ongoing initiatives. Under this partnership, the MoRD, through the National Rural Livelihoods Mission, will also provide financial support for the implementation of targeted skill training and entrepreneurship development programs for beneficiaries from Self-Help Groups. This arrangement will help ensure the quality, effectiveness, and outreach of the training programs.

Under this partnership, the roles of MoRD and MSDE have been clearly defined. MoRD will be responsible for identifying beneficiaries, supporting curriculum development, disseminating training materials, providing entrepreneurship training to SHG women to help them establish viable enterprises, and coordinating state-level training programs.

On the other hand, MSDE will focus on developing skill-based curricula, organizing trainer training programs, leveraging existing skill infrastructure, providing certification through SIDH, and implementing an effective monitoring mechanism for the entire program. This coordinated effort will ensure that the training delivered is not only of high quality but also outcome-oriented.

On the occasion, Hon’ble Minister of State for Skill Development and Entrepreneurship, Shri Jayant Chaudhary, said, “This partnership marks a decisive step towards strengthening the social and economic foundation of rural India. It is a major initiative to bring livelihoods, skills, and entrepreneurship onto a common platform to empower millions of women in Self-Help Groups and make them self-reliant. Rural women will be provided with demand-driven training, digital and financial literacy, and opportunities for market linkages. This training will reach the grassroots level through the institutional networks of ITIs, RSETIs, JSS, and NIESBUD. Through the SIDH portal, we will also provide formal recognition of their skills. This is not just about economic empowerment—it lays the foundation for placing women in leadership roles, where they become not only job seekers but also job creators.”

“True equality is rooted in economic self-reliance, and today’s women are moving forward with an incredible capacity to learn. After receiving training, they have become even more empowered, and over 1.48 lakh ‘Lakhpati Didis’ are a living testament to this transformation. We aim to ensure that more and more Didis are trained in line with future requirements and become ‘Future-Skilled Didis’, making full use of the infrastructure of ITIs and polytechnic institutions. When India’s population becomes skilled, it becomes the world’s greatest strength. Today, the world needs skilled manpower, and when our hands are equipped with skills, India will lead not just within the country but globally as well. I extend my heartfelt congratulations to both the Ministry of Women and Child Development and the Ministry of Skill Development for this historic collaboration. This partnership will play a pivotal role in empowering 10 crore Didis in rural India and in realizing the vision of ‘Viksit Bharat 2047’,” Shri Shivraj Singh Chouhan, Union Minister, Ministry of Agriculture & Farmers’ Welfare and Ministry of Rural Development, Government of India, said.

The MoU signing ceremony was also attended by several senior officials. From MSDE, Secretary, Shri Atul Kumar Tiwari, Joint Secretary, Smt. Hena Usman, Additional Secretary, Smt. Sonal Mishra and Director Shri Preetam Dutta were present. Representing MoRD were the Secretary, Shri Shailesh Kumar Singh, the Joint Secretary, Ms. Swati Sharma, and the Additional Secretary, Shri T.K. Anil Kumar. On this occasion, the new websites of the Ministry of Rural Development and the Department of Rural Development were also launched.

It is noteworthy that this partnership will not only strengthen the confidence and economic status of rural women but also give fresh impetus to the ideals of ‘Vocal for Local,’ Aatmanirbhar Bharat, and women’s empowerment. This initiative stands as a milestone in accelerating India’s rural economy, opening new avenues for rural women and youth, and promoting social inclusion.

The program will be implemented by Edunet Foundation, the implementing partner of Shell, across 5 states, empowering thousands of students with industry-ready skills in electric mobility and renewable energy.

Aligned with India’s green economy vision, the initiative will provide certification, placement support, and pathways to green jobs in the rapidly evolving energy sector.

NEW DELHI: The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with Shell India, has launched a Green Skills and Electric Vehicles (EV) training program aimed at equipping students and faculty with future-ready capabilities in green energy and e-mobility. This initiative will be implemented by Edunet Foundation, training partner of Shell, across select Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs) in Delhi-NCR, Gujarat, Maharashtra, Tamil Nadu, and Karnataka.

Under the DGT–Shell India collaboration, green skill training will be delivered through a structured multi-tier model across select NSTIs and ITIs. In the first phase, the program includes a 240-hour advanced EV Technician course at 4 NSTIs, a 90-hour job-oriented EV skills course at 12 ITIs equipped with Shell-supported labs, and a 50-hour foundational green skills module at additional ITIs without physical labs. The curriculum, jointly developed by Shell, Edunet Foundation, and DGT, covers EV systems, diagnostics, battery technology, digital tools, and safety protocols. The initiative also includes Training of Trainers (ToT) for over 250 instructors, certification co-branded by Shell and DGT, and structured placement support to enhance industry readiness.

A key highlight of the initiative is the establishment of specialised EV skill labs within select ITIs and NSTIs. These labs are designed to offer hands-on training and expert-led sessions aligned with industry standards. Beyond lab-based learning, the program also provides placement support and co-branded certifications to successful participants, enhancing their employability in the green energy and EV sectors.

The Government of India has been actively advancing Green Energy and Electric Vehicle (EV) adoption in line with its net-zero ambitions. Flagship initiatives like the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) scheme have played a pivotal role in accelerating EV uptake, enhancing infrastructure, and offering targeted incentives. Complementing these national efforts, states like Delhi, Maharashtra, and Tamil Nadu have introduced their own EV policies to fast-track the transition to electric mobility, foster local ecosystems, and generate green jobs. These developments underscore the growing demand for a skilled workforce in the green energy and EV sectors.

As the apex national body for vocational training, DGT will play a crucial role in this initiative by mobilizing students and trainers and supporting the institutional ecosystem to ensure alignment with national education and skill development standards.

Speaking on the importance of this initiative, Shri Jayant Chaudhary, Hon’ble Minister of State (Independent Charge), MSDE and Minister of State for Education, said, “Our collaboration with Shell India reflects the government’s deeper commitment to aligning skilling with sustainability. Green energy, electric mobility, and the broader climate transition are not just environmental imperatives—they represent a generational opportunity for India to lead through innovation, talent, and enterprise. This initiative is part of our larger vision to create a workforce that is not only job-ready but climate-ready. We are equipping young Indians with the skills to shape—and not just participate in—the global green economy.”

Smt. Trishaljit Sethi, Director General, Directorate General of Training (DGT), MSDE, stated, “This partnership with Shell India is a focused step in bringing cutting-edge training infrastructure and industry-relevant curriculum into our ITIs and NSTIs. By integrating Electric Vehicle technologies into vocational training, we are ensuring that our students gain hands-on experience aligned with real-world demand. With joint certification, trainer upskilling, and placement support built into the program, this initiative will significantly strengthen the employability of our youth in the green mobility sector.”

Speaking on the partnership, Mansi Madan Tripathy, Chairperson, Shell Group of Companies in India & Senior Vice President, Shell Lubricants, Asia-Pacific, said, “At Shell, we aim to support local communities by enabling future employment opportunities. Equipping youth with green energy skills is an important step towards building a lower-carbon future. Through our collaboration with DGT and Edunet Foundation, we are providing students with practical and future-ready expertise in green energy and electric mobility. This initiative empowers young people to thrive in an evolving energy landscape and contribute towards India’s net-zero ambitions”.

This collaboration between DGT and Shell India is a robust move in preparing India’s youth for careers in the future green economy. By offering a comprehensive curriculum, specialized labs, and industry support, the initiative will equip students with hands-on skills and certifications, enhancing their employability and positioning them to lead in a sustainable, innovation-driven future.

MUMBAI: The Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, today hosted a high-level Egyptian delegation led by H.E. Prof. Dr. Ayman Bahaa El Din, Deputy Minister of Technical Education, for a pivotal round of deliberations at Kaushal Bhawan, New Delhi. This engagement marks another milestone in the ever-strengthening India-Egypt relationship, building on the momentum of the 2023 elevation of bilateral ties to a Strategic Partnership and the recent recognition of Prime Minister Shri Narendra Modi with Egypt’s highest civilian honour.

Shri Atul Kumar Tiwari, Secretary, MSDE, highlighted the enduring people-to-people and institutional linkages between the two nations. He emphasized India’s vision to become the “Skill Capital of the World” through the Skill India Mission, under which already close to 400,000 individuals have been trained in advanced domains such as artificial intelligence, robotics, and big data, while nurturing over 1.3 million entrepreneurs.

India’s efforts to align its vocational education and training (TVET) ecosystem with global standards and the establishment of world-class Skill India International Centres were presented as models for international collaboration.

The Egyptian delegation shared insights into Egypt’s comprehensive TVET reforms, including the EU-supported TVET Egypt Reform Programme and the establishment of Sector Skill Councils, which resonate with India’s scalable and affordable skilling models. Both sides acknowledged the success of ongoing collaborations, such as the 2024 MoU between India’s NIELIT and Egypt’s Information Technology Institute, the El-Sewedy Group’s partnership with Amity University, and the Indian-supported Vocational Training Centre in Cairo.

Looking ahead, the two countries identified several promising avenues for future cooperation. These include joint certification programmes, faculty and student exchanges, digital skilling and entrepreneurship initiatives, and the establishment of Centres of Excellence in priority sectors like information technology, agriculture, tourism, and green skills. Both delegations expressed a shared commitment to creating a globally competitive, future-ready workforce and to using their partnership as a template for broader South-South cooperation.

Skill Leap Project in Bihar aims to bridge the Digital Divide

Initiative to Empower 2,700 Students in Bihar, India

PATNA: Kavin Khanna, a 17-year-old, Dubai-based student from Jumeirah College, has partnered with KCS Foundation India to launch the Skill Leap Project—a transformative digital literacy initiative that has already empowered over 2,700 underprivileged students in rural Bihar. The project aims to bridge the digital divide and foster digital empowerment by setting up advanced computer labs and delivering a future-ready curriculum.

The first Skill Leap lab was inaugurated in September 2023 at Village Kaina, District Samastipur in Bihar, equipped with 20 state-of-the-art computers and supported by three full-time local teachers. The initiative is run in collaboration with the KCS Foundation, a community-focused non-profit registered under NITI Aayog (DARPAN). The foundation provided ground-level support in identifying the school, staffing, and sustaining the program.

Kavin, who leads the initiative remotely from Dubai, conducts weekly interactive online sessions with students and visits the Bihar center in April 2025 to engage with teachers and students through workshops and motivational sessions. His efforts have been supported by nearly $10,000 in fundraising from global contributors.

What sets Skill Leap apart is its structured, future-focused curriculum, designed by Kavin in consultation with educators and technologists. Students are trained in digital literacy, computer operations, coding, artificial intelligence (AI), and practical financial literacy. The curriculum blends foundational skills with real-world applications—preparing students not only to participate in the digital economy but to thrive in it.

Reflecting on his mission, Kavin Khanna said, “Skill Leap is more than a project—it’s a movement fueled by belief in the power of equal opportunity. Watching over 2,700 students from rural Bihar step into a digital classroom, many for the first time in their lives, has been deeply humbling. We’re not just teaching students how to use technology; we’re showing them they are part of a larger world, full of possibility. If we can spark confidence in just one child to dream bigger and pursue a different future, then every effort has been worth it. This is just the beginning—we’re building a foundation for lifelong change.”

The Skill Leap curriculum covers digital literacy, basic computer operations, coding, artificial intelligence, and financial skills, designed to equip students with the knowledge needed to succeed in today’s tech-driven world.

Pankaj Jha, Founder of KCS Foundation, added, “When a young changemaker like Kavin joins hands with a grassroots organisation like ours, real impact unfolds. His vision, energy, and unwavering commitment have helped us bring digital education to the corners of Bihar that are often forgotten. The transformation we’re witnessing is profound; children who had never touched a computer are now learning to code, explore AI, and think critically. This initiative is bridging more than just the digital divide—it’s restoring confidence and hope in these communities. We are proud to be partners in this journey of empowerment.”

With expansion plans underway, the Skill Leap Project aims to replicate its impact in other underserved regions of India. By uniting the energy of youth leadership with grassroots expertise, the project stands as a compelling model for scalable and sustainable change in education.

NEW DELHI: The Ministry of Skill Development & Entrepreneurship (MSDE) has announced a partnership with Meta today for the launch of two initiatives: an AI Assistant for the Skill India Mission and the establishment 5 Centers of Excellence (CoEs) in Virtual Reality (VR) and Mixed Reality (MR). Under this, an innovative AI-powered chatbot powered by Meta’s open-source Llama model will be developed, to enhance the learner experience on the Skill India Digital (SID) Portal. By making Meta’s open-source AI models accessible to India’s AI ecosystem, we envision a collaborative e-governance framework for the adoption of impactful AI solutions with the potential for catalyzing large-scale socio-economic transformation in line with India’s AI Mission. Further, these 5 CoEs at National Skill Training Institutes (NSTIs) located at Hyderabad, Bengaluru, Jodhpur, Chennai, and Kanpur will equip learners and instructors with the latest VR technology to learn and enhance existing skills in a safe, immersive, and engaging environment.

The partnership on AI assistant aims to streamline information access, improve learning outcomes, and provide students with seamless support through an intuitive digital interface. The 5 CoEs will also provide realistic simulations, improve engagement, and increase accessibility to skill development training.

Commenting on the partnership, Shri Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development & Entrepreneurship, said, “Our mission at the Ministry is to empower India’s youth with the skills they need to thrive in today’s competitive landscape. By integrating technologies like artificial intelligence, virtual reality, and mixed reality into the Skill India ecosystem, we are democratizing access to cutting-edge technologies enabling personalized learning pathways for the youth of the country. Our partnership with Meta today is a significant step towards achieving this goal.”

Shivnath Thukral, Vice President and Head of Public Policy, at Meta India, said, “At Meta, we are committed to leveraging frontier technologies like AI, VR, and MR to create meaningful impact for the economic development of India. These partnerships with the Ministry of Skill Development & Entrepreneurship (MDSE) are a testament to our commitment to bridging the gap between technology and education. Through the integration of advanced technologies like Open-Source Llama, we aim to empower not just the students, but also educators and entrepreneurs, equipping them with the tools they need to thrive in today’s digital-first world.”

The Skill India Digital Portal has become a cornerstone of the nation’s skilling ecosystem, with millions of students accessing courses aimed at improving their employability. With the launch of the AI chatbot, MSDE and Meta are taking a significant step forward in revolutionizing how students interact with course content and prepare for the future.

Sarvam AI, the technical partner for the AI assistant project, will be responsible for the development and deployment of the chatbot, which will be piloted over a six-month period. The chatbot, which will be integrated into the SID Portal, offers 24/7 assistance to users, enabling quick discovery of course information, interactive Q&A for course content, and access to lecture summaries and relevant videos for revision.

Available over WhatsApp, the chatbot will support English, Hindi, and Hinglish, along with voice capabilities, making it more accessible to a diverse range of users across India. In addition, users can search for specific course topics, find skilling centers, explore job listings based on location and interest, and receive tailored feedback for continuous improvement. The chatbot will also provide valuable analytics to the MSDE to further optimize the platform.

Further, Skillveri, the technical partner for establishing the CoEs, will provide cutting-edge VR and MR resources, curriculum, and trained professionals to equip learners and instructors with the latest technology, enabling immersive and interactive learning experiences.

The study proposes a data-driven approach that policymakers can use to resolve the ongoing debate on skill and chance in online gaming

NEW DELHI: Researchers from the Indian Institute of Management, Bangalore, and SP Jain Institute of Management & Research recently published a joint report, which objectively concludes that the effect of the user’s skill is significantly more than that of chance, in determining the winnability in a fantasy sports contest. The study, “Decision Support System for Policy-Making: Quantifying Skill and Chance in Daily Fantasy Sports (DFS)”, further proposes a data-driven approach to determine, through empirical evidence, whether any game is a game of skill or chance.

This is the second paper by Professor U Dinesh Kumar, which focuses on studying the statistical aspects of online games. This study goes beyond measuring the effect of skill and chance on a user’s performance. Also, it focuses on quantifying several other indicators of skill, such as the effect of user’s past performance, experience, and recent participation, which have not been studied previously.

This peer-reviewed study offers an integrated decision support framework that:

Evaluates the relative importance of skill and chance,

Studies a contestant’s observed and unobserved characteristics,

Tests for other indicators of skill,

It can be replicated in other games, subject to data availability.

The framework proposed in the study can help policymakers adopt a more science-oriented and quantitative approach to resolving the ongoing debate on skill and chance. The lack of such a standardized and objective approach to evaluating online games has led to inconsistencies in regulation and hurt the ease of doing business for legitimate gaming companies in India.

By analyzing performance data, the study helps identify how much of a player’s success is due to their skill and how much depends on chance, providing a clear picture of what drives success in fantasy sports. By analyzing users’ performances across 2,951 matches and 160,000 contests, the study concludes that the effect of users’ skill is significantly more than that of chance in determining winnability in fantasy sports. The study also quantifies other indicators of skill, like user’s past performance, experience, and recent participation, and finds that these significantly affect their performance in fantasy sports contests.

U. Dinesh Kumar, Professor, IIMB, emphasized the significance of these findings: “Thisresearchprovidesadecisionsupportsystemthatcanallowpolicymakerstoobjectivelyandquantitativelydifferentiatebetweengamesofskillandchance. The framework proposed in the study can be replicated for any online game, subject to data availability. We believe that such frameworks are key to formulating regulations based on data science and better suited to address the challenges stemming from emerging technologies and new age sectors, such as online gaming.”

Key findings from the study include:

Experience improves winnability: There is a positive correlation between users’ experience and winning consistency, i.e., users with more experience exhibit higher winnability in fantasy sports contests.

This indicates that users learn from experience and improve their future performances. In a game of chance, on the other hand, experience will not affect a user’s winnability.

Consistent high-performers fare better: Users who consistently performed well in the past also perform better in the current fantasy sports contests.

This indicates that users’ capabilities matter in fantasy sports contests. In a game of chance, on the other hand, past performances would not determine a user’s present performance.

Recency positively affects winnability: Users who participated recently in fantasy sports contests exhibit higher winnability.

This indicates that the score gap increases with an increasing number of days since the users’ last participation, i.e., users who participated recently exhibit higher winnability. This is also consistent with the concept of skill depreciation used in human capital theory.

Choice of contest influences relative performance

The variance of unobserved skill is higher than the variance of chance: The study found that the unobserved components of skill play a far greater role in determining winnability than pure random shocks.
